National Employment Council (NEC)

NEC  is a statutory body established in terms of Section 57 of the Labour Act [chapter 28:01].  It comprises of a registered employers’ organization namely the Federation of Master Printers of Zimbabwe which advances employers’ rights and interests and the Zimbabwe Graphical Workers Union, a registered trade Union which advances the rights and interests of the employees in the Printing, Packaging & Newspaper Industry.

Collective Bargaining

Collective Bargaining Negotiation is a process that covers all negotiations which take place between an employers’ organizations on the one side, and the trade union on the other side.

Conciliation and Arbitration

Conciliation is a process by which a Designated Agent/ Conciliator helps the parties to a dispute to reach a settlement. This can be done by any consensus-building process including facilitation/ intervention, by fact finding or by making recommendations.

Statutory Instruments

These are rules or administrative regulations for the Industry having the force of law promulgated by the Minister of Public Service, Labour & Social Welfare.  They are also known as Collective Bargaining Agreements that are enclosed with legal force for the purposes of smooth enforcement by Council.  

Industrial Inspections

The main purpose of industrial inspections is to ensure peace and social justice by preventing unfair work practices, work-related accidents, or occupational illness, and by working in collaboration with employer and worker organisations.

Our Partners

The parties to The National Employment Council for the Printing, Packaging and Newspaper Industry are:

  • Zimbabwe Graphical Workers Union (ZGWU) – this is a registered Trade Union which advances the interests and protects the rights of the employees in the Printing, Packaging and Newspaper Industry.
  • The Federation of Master Printers of Zimbabwe (FMPZ) – this is a registered Employers’ Organisation which advances the interests and protects the rights of the employers’ in the Printing, Packaging and Newspaper Industry.
